New renovation and EPB standards in Flanders

Priority measures - RENOVATION REQUIREMENT FOR NON-RESIDENTIAL BUILDINGS - FLANDERS

Roof insulation 
If the minimum R-value of 0.75 m²K/W is not achieved for roof insulation, roof insulation with a maximum U-value of 0.24 W/m²K must be installed. 
The choice of roof insulation is inspired by the roof insulation standard. This standard has long applied to houses to guarantee a minimum living quality.

Glazing 
If single-glazing is present, replace it with glazing with a maximum U-value of 1 W/m²K. 
The choice of insulating glazing is inspired by the double-glazing standard. This standard has been in place for some time for homes to ensure a minimum quality of living and reduce energy demand.

Heating 
All central generators for space heating older than 15 years must be replaced, unless you can prove that the installation meets the minimum installation requirements for renovation. 
If a natural gas network is present in the street, a fuel oil boiler may not be replaced with a new fuel oil boiler. 
With these measures, we improve efficiency and reduce CO2 emissions from the heating installation.

Cooling 
All cooling systems older than 15 years that use refrigerants based on ozone-depleting substances or refrigerants with a GWP value of 2,500 or higher must be replaced by cooling systems that do not use these harmful refrigerants. 
This builds on European regulations, namely the ban on the use of ozone-depleting refrigerants in new cooling installations since 2004. And the ban on filling refrigeration systems based on those same substances since 2015.

All the priority measures apply only to the individual parts of the building unit being transferred. Parts of building units that are not being transferred or collective parts (e.g. common roof parts, installations that also cool or heat other units) should not be addressed.

DEFINITION OF BUILDING UNIT 
The smallest unit within a building that can function independently and has its own lockable access from a public road, yard or shared circulation area. A building unit must be suitable for residential, commercial, or recreational purposes or be a common part.

MINIMUM ENERGY LABEL – EPB

From 1 January 2023, in addition to all the priority measures, the building unit must achieve a minimum renewable energy content of 5% (or E label) within 5 years of sale (and other transfers (open definition)), lease or building lease. The label must be attested by an energy performance certificate for non-residential buildings.

As the owner, you can decide what additional measures you need to take to obtain the energy label. In this way, you can decide which measures are most cost-effective or best suited to the energy renovation of your property. This is because non-residential buildings have different characteristics and their use varies considerably: not all insulation measures or installation techniques are equally effective for all buildings.

The labelling requirement only applies if the building unit is part of a non-residential building sold as a whole.
